The exemption, and how it is used
Bylaw No. 500 lists the areas that apply here: Aquifers, the Yellow Point Aquifer, Farmland Protection, Cedar, Cedar Main Street and Cassidy. Inside any of them, removing vegetation is a development permit matter.
The bylaw then exempts trees deemed hazardous by a certified arborist or Registered Professional Forester that pose an imminent threat to buildings or life safety. That written finding is the exemption the bylaw allows. In Cedar and Yellow Point, a danger tree assessment is a regulatory document.
What grows here, and what that changes
Coastal Garry oak and arbutus stands sit on thin ground close to the water, where a machine does more damage getting to a tree than the tree removal itself. Those come out on ropes and by hand more often than anywhere else in the service area. Hand work costs more per tree and less per property, once the repairs a machine would have needed are counted in.
